This article explains how it is possible to submit a request or create Internet Service Database (ISDB) entries.

Solution
The Internet Service Database (ISDB) is updated only by the FortiGuard Team and any changes made to ISDB will affect all customers. Hence, it cannot be customized locally.
However, it is possible to submit a request for a missing entry in ISDB by filling out the form here: https://fortiguard.com/faq/isdb-contact
