iPad activation server not reached

Using FortiGate 90D, I'm trying to activate an iPad. I receive the following error:

your ipad could not be activated because the activation server cannot be reached 

I tried to whitelist the site: gs.apple.com

but it still doesn't work

Any suggestion is very appreciated.

    Hello,

     

    In case URL is allowed under static URL filter, it can be still blocked FortiGuard. You may consider to change action from Allow to Exempt and check whether the issue persists.

      Is your iTunes unable to activate your iPad? Or you can't unlock the activation lock because the passcode has been forgotten? May be other third-party tools would help.
