Configuration Decryption Tool

There' s an option when importing/exporting a configuration that allows you to encrypt. Does anyone know of an outside utility that will decrypt the configuration file?

    There' s an option when importing/exporting a configuration that allows you to encrypt.
    system->maintenance->backup&restore-> encrypt configuration file checkbox
    Does anyone know of an outside utility that will decrypt the configuration file?
    as with any decryption job, a forensic task, non-guaranteed results, no generic tools.
