I encountered this post while seeking solutions to the same problem I was experiencing. Subsequently, I established an account on Fortinet solely for the purpose of sharing this information and i thought it may be helpful for someone.

In my situation, I encountered this error when my laptop was already connected using the same credentials with single sign-on enabled, unaware that I was also attempting to connect on my mobile device. Upon disconnecting the VPN on my laptop, the mobile device connected without any issues. I also replicated this issue to verify the findings.
