548d reboot loop

After a hard power outage (over 4 hours)

 My 548d will not come back up correctly.

it's stuck in a Boot loop, it starts to boot and then I get:

I can upload a firmware to the running-config and it will stay up, but if it looses power or get rebooted it goes back into the same loop
