Websites not Blocking

You have provided so little information that anyone who correctly guesses what is wrong would have to be a Psychic (a mind reader).

You have provided the firewall make/model (60E).

At a minimum you should also provide a description of the outbound rule which you believe should be applying .. and describe what technology should be used to block traffic -- is it Fortiguard web categories or maybe DNS filter, or maybe Application Control .. or a combo.

Also knowing what recently changed helps..

I'm not saying I can help... maybe this is a one-armed configured or transparent mode -- but I figured at least I could chime in so you don't feel like you are being ignored -- because with as little info as you put in your post, you would not normally get much of a response.
