Web-Based email

I am relatively new to fortiget we are using 200E - dispite blocking web-based mail in our policy - User still able to access yahoo mail .  I have to block the yaoo web site with wildcard for prevent users to log in to web mail. I wonder how many other web mail user may able to accessible. Done anyone has firm answer to block webmail in single shot.
