VPN SSL Error

Hi All , 

 

I have a fortigate 100D and users are connecting to the device using a forticlient SSL VPN . 

Once there are more than 7 users connected , other users are unable to connect and they get the below error message 

 

Unable to recieve SSL VPN tunnel IP address (-30)

 

what do you think is the problem ?
