VPN does not communicate

I have a VPN that is in UP status, There is a route to the remote network, and there are firewall rules, but the VPN does not communicate with the remote network. I noticed that the packet arrives at Fortigate and it directs to WAN, when it should direct to VPN. FortiOS 6.2.7

Is the route for the remote network pointing to the tunnel interface in the routing table?

What is your Routing table doing? if you go to route lookup is there a policy and routing table entry for the vpn?
