I have FortiGate firewall 200F but one month ago I faced a problem that upload is not working fine for ex my download is 40 Mbps and upload must be 40mbps but the actual upload option is very slow
so how can I solve this problem

Have you tried to test the upload without FortiGate? (i.e.: directly connecting your host to the WAN link).
What is the upload speed with FortiGate?
What is the upload speed without FortiGate?
