Hi, this could be “blocked” at three stages - Webfilter, DNS-Filter or Application Control.
Try to check the following articles:

    Webfilter
    https://docs.fortinet.com/document/fortigate/7.6.4/administration-guide/57664

    DNS

    Application Control

    https://docs.fortinet.com/document/fortigate/7.6.5/administration-guide/939156

    Every packet has a journey.

i have created a team viewer policy without any web filter, DNS filter or appl control but users still cannot download the file

    Hi @yeowkm99

Check the forward traffic logs to see any block log

    Thanks, Salon

logs does not indicated any blockage from the FGT

What dns are you using, test with 8.8.8.8

Is there any endpoint security being used on the user machine. Are all user facing same issue passing through that policy

    Thanks, Salon

We do have Trendmicro endpoint security in all our clients.

yes, created this policy specifically for Team viewer traffic.
