Proxy software

I have a Fortinet 300E.  In Application control I have Proxy blocked.  As a test I have PureVPN installed and I am able to use it.  Is there another policy I need to set so that this will not work?

    Is the app sensor applied to outbound traffic via a firewall policy and is this firewall policy moved up the firewall chain so it is triggered?

    You referring to Application Control.  That is set on outbound
