Notification Template application

Looking to create a notification on a recipient policy to respond to users when they email a specific address.

I can get it to work if I set the default action in the antispam policy to notify and enable "apply default action without scan upon policy match".  The problem is I only want to sent the notification when it passes the antispam checks and don't see a way to utilize notification upon a clean email.

Any suggestions?
