Lock Down Router

Hello,

Is there any way to lock down the router Fortinet 60D and just allow access to the computers through the VPN using Proxy? Similar rule in Cisco:

access-list acl_in line 1 extended deny tcp any any access-list acl_in line 2 extended deny ip any any
