What is the real usage scenario of setting in inbandwidth 

Step 1: Setting the inbandwidth limit (FortiGate CLI) Type the following commands: config system interface edit wan1 set inbandwidth 500 next end

Or just create shaper and  assigned to traffic shaping policy ?
