High Availability Issue Fortigate 1000C

Hi,

The customer has 2 units Fortigate 1000C (v4.0MR3) that configured in HA.

But somehow, the Primary (master) Fortigate doesn't sync its configuration to the Secondary (Slave) when we do configuration from primary. If we do configuration from Slave, its configuration will sync to the Primary (master).

Does anyone ever seen this issue?

1. Time settings are correct ? the same ?

3. An upgrade to higher FortiOS than v4.0MR3 would be a good idea
