Foritgate DLP http-get and http-post issue

we are using foritgate 300D 6.2.1 and setup DLP to block http-post to upload pdf file , but test the result , http-get download pdf also has been blocked by foritgate firewall , attached the capture for detail , do anyone tell me why ? thanks all !
