FMG-Access Protocol

I am studying for the NSE5 FMG exam. In the Guide when the FMG-Access protocol is disabled on the Fortigate device, Fortimanager does not manage the device.
In the enterprise, the device, even with FMG-ACCESS disabled, is still managed in Fortimanager.

 

Can someone explain to me why even with the FMG-Access protocol disabled it is managed in Fortimanager.

When you initiate the connection from the FGT to the FMG, you dont need FMG-Access to be activated on the interface.
