I believe you are looking for Remote Link Monitoring feature.

Basic steps to implement a Remote Link Monitor:

• Select one or more network servers or services located downstream of the cluster
• Configure the cluster to periodically monitor access to those network resources
• Trigger a cluster fail over in case the primary unit would lose access to those resources.

Ideally you should have similar connections/topology made available with all cluster members in HA, and built redundancy with these 2 links for each member.
