explict proxy and website problem

using explicit proxy we have problem that when we are trying to reach site (X.X.X.X ) it wont open, checking fortigate logs we can find that the packet has passed through fortigate ( there is sent but resive 0 ) and no security profiles are exist on policy .

 

for teting we have created regular ipv4 policy for testing and site become reachable !

in my case i cannot exclude the site from proxy list because users gateway are existing at other device and there is no rule for http/https on it.
