What is the difference between IPv4 polices and Explicit Proxy polices?

Currently all my firewall polices are created at the IPv4, no rules are created for Explicit Proxy.

under what scenario do I use Explicit Proxy to create rules ?

If you want FGT to act as explicit HTTP proxy server then you should use those rules. But in addition to existing or only those, I don't know that.
