Error 500: Internal Server Error in web interface

When I try and add a static route (or any other config change) I get internal server error 500. So I try and add the route at the CLI and I get a cursor on the next line but no prompts, the Putty session just stops taking commands.

Fortigate is a 100D running 5.4.3.
