command fail. return code 49

hi guys,
we've got an error on updating ffdb database on our FortiGate.
our device (FG400E - forios 7.0) is in an isolated part of our network and we have to
update it manually. when I run the command for (ffdb update database) it says:
"command fail. return code 49".
would you please tell me what exactly this error means?

For internet service DB only, I get the same error on IOS 6.2.12 and 6.2.15, the solution which worked with me for multiple devices was:
 1- Backup configuration file.

 2- downgrade IOS to 6.2.0 or 6.2.2.

 3- Update internet service DB manually via TFTP.

 4- Restore configuration file.

This works for internet service DB, but it doesn't work for the other DB (Antivirus, etc), and get other error.
