It depends on the type of FortiGate and the license involved.

For a physical FortiGate, expiration of a FortiGuard license does not normally stop the firewall itself from operating, although services that depend on that license may no longer function as expected.

FortiGate-VM is different. If the VM license becomes invalid after the applicable grace period, FortiOS restricts access and firewall policies no longer function.

So, if you are referring to a FortiGate that is being “blocked” because of licensing, it would be useful to know whether it is a physical FortiGate or FortiGate-VM, and which license has expired.
