Boot issue

Hi,

I have a pair of 200D that I removed from our data center.  I am not sure what happened but both of units are having the same issue.  It cycles through the booting process right after "Press any key to display configuration menu..." prompt and starts it again.  I tried to format and reload the firmware.  It didn't work.  Any suggestions?
