Solution
Create a security profile with Captive Portal - WebAuth
Captive Portal > Captive Portal Authentication - Local
Guest Users > Got a test account setup.
Ess profile > Got the WebAuth security profile mapped on to the ESS profile.
Import files on to the controller - using Default Page for Captive Portal.
Connect a client - the Captive Portal page is displayed - At this point, the client can authenticate and access the internet.
