Scope FortiGate.
Solution

This article assumes an example configuration, where the WAN IP is 41.1.12.112/32 and the Internal IP is 172.16.3.0/24. It also assumes knowledge of how to configure user-based policy for LAN users.

Create a web filter profile

Next, apply the web filter policy during the creation of a firewall policy as described in this article.

If configured correctly, user-based bandwidth capping will be applied. Users will need to log in to use the network, allowing the cap to take effect.
