This article describes limitations with unlicensed FortiAuthenticator-VMs.
A FortiAuthenticator-VM is unlicensed until the administrator uploads a Fortinet-issued license file.
An unlicensed FortiAuthenticator-VM can be identified by its serial number FAC-VM0000000000 and has a non-expiring five-user limit for small scale evaluation purposes.
No activation is required for the unlicensed FortiAuthenticator-VM.

Solution
Technical support is not included with an unlicensed FortiAuthenticator-VM.
FortiAuthenticator VM licensing limitations are based on the user seats added to the license. As such, even an unlicensed VM with only 5 user seats will have significant capacity limitations.
