It is possible to enable the pre-authentication warning message under System Administration -> Administration -> System Access.
After enabling FortiAuthenticator login page showed:
It is possible to customize the Pre-Authentication Warning Page and Pre-Authentication Warning Message under System -> Administration -> Replacement Messages.
