Steps to identify whether outdated content comes from the browser, FortiProxy cache or an upstream server or CDN before clearing caches.

Solution
Record the exact URL and expected content version. Disable browser cache in developer tools and reload. Check service workers separately if the application uses them.
Compare the same GET request directly and through FortiProxy. Save response headers and content. Keep cookies, authentication and request headers equivalent.
Review Age, Cache-Control, ETag and Last-Modified. Check the matched proxy policy for caching and use FortiProxy cache reports if HTTP view is already enabled.
