In WiFi Health Monitor FAP > Top Client Count Per-AP > Client Count - FortiAP shows many users when there are few or no users connected. Client count number increasing after some time FAP is inaccessible or users experience connection issues.

Solution
Verify idle timeout in the Wireless Controller:
The default value is: client-idle-timeout 300
client-idle-timeout Wireless station idle timeout (0 no client-idle check, 20 - 3600 sec, default = 300 sec).
Verify if this value has been changed, if necessary revert to the default value and validate client count.
