| Scope | More explanation on the behavior for external captive portal configuration on the FortiGate when groups are specified and when there are not. |
| Solution | With 'Allow All' selected for user access, it will only use the local disclaimer stored on the FortiGate and not forward the client to the external portal.
To have the external captive portal to display, it is then necessary to select a group by selecting 'restricted groups' and choose the group wanted.
