Here is a situation where the interface has 0 references, no IP address, is using the appropriate role, and device detection is disabled, but the interface is still not shown in the list of interfaces that can be used.
It is possible to check the HA setting as a heartbeat device if the interface is used in there, even if the FortiGate is used as a standalone.
Remove the heartbeat device setting or delete the whole HA setting if the FortiGate is standalone.
Once removed, the interface will be visible in the list of interfaces available for the software switch.
