This document/list is reviewed every quarter, but that doesn't mean there will be a change in recommendation, so the last updated date can be old . The version you see is the latest data/recommendation until and update is made. As you can see in Comments, as of 11/11/2023 they are working on a update and once it is confirmed the table will be updated accordingly.
Regarding customers using 7.2, as mentioned in the document itself, they may be looking for specific features/fixes matching to their requirement. This document is a general recommendation of FortiOS Software recommendations for general customer deployments for general stability. For customers who may be leveraging the latest features, the latest FortiOS versions may be more applicable.

How do I know if it is the latest?
Can you also explain why some people are using v7.2.x ?

if say I am using v7.2.x, can I downgrade to v7.0.x ??

Downgrades are generally not supported (especially to older FortiOS branch) unless explicitly stated in the release notes that downgrade is allowed.
Is there any specific reason for downgrading? Are you hitting any bugs/performance issues? If the current version is working fine for you, then you don't have to downgrade just because the recommended version is 7.0.x.
Regarding the downgrade procedure, it is same as upgrade instead of a higher version you go to a lower version . Ref: https://docs.fortinet.com/document/fortigate/7.2.2/administration-guide/929924
Please go through the release notes, especially the known issues section before performing any upgrade/downgrade.
