Traffic Accept on Policy ID 0 (Default Deny) for port 179 (BGP) from a blacklisted IP

We have a rule for IP's that are blocked.

We noticed that all traffic from an IP on that list is successfully blocked except traffic on port 179 (BGP)

That traffic shows Accept but on Policy ID 0, The default deny rule.

Any one know if this is an oddity of the BGP protocol on the Fortinets and expected or if im missing something and should keep looking?

We are on 6.0

"diag debug flow" and what bgp traffic ? If it's to the FGT direcly a std firewall policy is NOT going to work. You need a local-in.

Agreed, policy 0 hits show traffic through the FGT which is dropped, not traffic originating or targeted at the FGT itself. I would have expected BGP traffic to be local-in traffic IF BGP was set up on the FGT, which you didn't mention.
