Anybody know how to configure Email filtering to block and store spam email in FortiGate in order to allow the administrator to check that spam mail. If it is the real spam mail, administrator can delete. but if not, administrator can allow that mail to end user with no any tag.

You can refer the below KB article to configure the Email filtering on FortiGate unit, however you cannot store/keep the email on FortiGate unit, only you can tag as [SPAM] for POP3/IMAP protocol and reject/discard for SMTP protocol if the mail caught as a SPAM

You can tag the message for SMTP as well, and if you prefer it not to appear in the subject and want another mail package to deal with the "quarantine" process then you can add an entry to the MIME header. Then you can use Mail Marshal or Exchange transport rules to put the message somewhere for a human to check.
I use this method as I find there are a number of false positives with the spam checking.

Above required options are available on Fortimail unit.
