To truly stop Forticlient VPN it requires elevated privileges. Noticing due to it never being truly shut down unless a user does a reboot, that it tends to cause lag when remoting into a desktop. Is there any way to grant users the ability to turn it off without completely compromising security?

Are you using the Forticlient VPN only without EMS?
Since Forticlient will need admin rights to be installed it's status can't be changed by a standard user.
What is the problem in the first place, why do you need to shut it down and reboot? If the VPN is not connected than Forticlient should not interfere with normal network traffic.
