SNORT converter

I see a number of you have been regularly using this tool. I just went though it and removed the dead links and added links for the latest SNORT manuals I found online. If there is a functionality that is missing in the newer code, let me know. I still don't use SNORT myself, but I still enjoy a dabble in programming in my very limited spare time and I may actually tackle it over the holidays if time permits. Also I am not sure if the newer code (this was written for v3.7!) uses previously unknown commands.
