OSPF for an specific interface, can't see any reason

I am trying to use ospf as the routing protocol within a dialup ipsec tunnel, while on the dinamic side everything seems to be fine (osfp is up and sending packets) on the static site (central offices) this particular ospf interface is down while the others are up (being also ipsec vpn)

vpnmobil_test is down, line protocol is down
Internet Address 10.33.252.29/32, Area 0.0.0.0, MTU 65535
Process ID 0, Router ID 10.1.1.2, Network Type POINTOPOINT, Cost: 100
Transmit Delay is 1 sec, State Down
Timer intervals configured, Hello 10.000, Dead 40, Wait 40, Retransmit 5

Administrative status is also up

I saw another thread with something similar here, but there are no enough details to see if it's the same issue as mine (and the document can't be downloaded)

 Anyoned with the same issue? It's just a matter of forcing the ospf interface to up, if so, how can it be done?
