How does fortinet calculate 15 Mpps to equal 20/18/10 Gbps using 1518 / 512 / 64 byte packets ?
(data from FortiGate 100F)
64 byte packets (512 bits): 15.000.000 pps x 512 bits = 7680000000 bps or rougly 7.15 Gbps.
512 byte packets (4096 bits):
15.000.000 pps x 4096 bits = 61440000000 bps or rougly 57.22 Gbps
1518 byte packets (12144 bits):
15.000.000 pps x 12144 bits = ..... or roughly 169.6497 Gbps

I'm not sure, but probably similar to Juniper's:

It might not be including interframe gap and preamble.
