Help on Traffic Shapping INTERNET

Hello!

I need help, i'm trying to limit the total bandwidth that any machine can use at any single time.

Specifically i want to limit only the outgoing traffic (upload).

The situation is as follow:

An given store has only 1mbit of total upload bandwidth. Many times the bandwidth gets used up. How can i configure the traffic shape to allow any machine to use only 150kbits of the total 1mbits? Or at least to allow an even distribution of the 1mbits trough all machines?

Should i use "Shared" or "Per IP"? I know how to limit both at the same time with "Per IP", but i don't know how to limit only one.
