This is strange issue. Basically any device that has a 100Mbps NIC or is plugged into a 10/100 switch gets about 40Mbps to the WAN. This is becoming an issue because I have several access points with 100Mbps NICs so every wireless device on the network is being limited to 40Mbps.
I have tried resetting the firewall and doing a very basic configuration.
I have plugged a device with a 100Mbps NIC directly into the modem and get the full 100Mbps.
Devices with a Gigabit NIC get getting 300Mbps to the WAN.
I have tried plugging a 100Mbps device into a gigabit switch and it still gets 40mbps.
So basically if for any reason a devices traffic becomes limited to 100Mbps it only gets 40Mbps to the WAN.
