Hi, I have a client who gets a randomly ip and this ip can't download any kind of media (jpg, audio or videos) on whatsapp. My workaround today is making a exclude range on DHCP for this ip, this way the user gets a new ip and is able to download media again. My question, Fortinet could be blocking this ip or maybe my problem is on my dhcp configuration?

If FGT is responsible one particular internal DHCP IP can't download something, it got to be a policy blocking it specifically. If you don't see anything obvious in the policies, run a "flow debug" to see if it's dropped by the FGT and if so why it's dropped.
Or, another possibility is an ip conflict. You can verify this by pinging the IP when you excluded it from DHCP and removed the device then check arp table if it would go away when it times out.
