Unlock/Uninstall with Password on Windows

In the OS X version of FortiClient if we lock down the config with a central password you can still uninstall or change settings, you are just prompted for the lockdown password, desired behavior. Exact same XML profile on Windows results in no way (that I can find) to unlock settings or uninstall. Am I missing something? I have a TAC ticket open just wondering if others have seen or solved this problem
