Static url vs web overide

Anyone can clear me on this the different between static url vs web overide and in which situation we can use them. And if possible can we use both at the same time.

Static URL's can be blocked/exempt or allowed. Web Rating Overrides place a URL into a different category, for example we use a Web Rating Override to place an educational tool which is rated as "Streaming Media and Download" into the "Educational" category.

Both are active at the same time but I have never tried adding a URL into both at the same time, we use one or the other depending on what we need.
