We have a FortiBalancer in our office which we don't use anymore.
It's HDD is also damaged and I'm thinking in reusing it, is this possible? Am I able to change the HDD and install a linux distribution for example?
Appreciate any info about it.

without knowing FortiBalancer itself but if it behaves like the other Fortinet stuff you might loose your firmware when you change the hdd. In this case you will have to use the bootloader's capabilities like tftp to transfer a new firmare image to the device and install it. This can only be done on cli for there is no webinterface without firmware ;)
