Question about event handlers with overlapping filters

Two questions:

Lets say I clone an existing (and enabled) event handler and then edit just the notification settings in the new handler.

Will both event handlers trigger notifications when the event occurs?

The filter part of the event handler is straightforward, I can select different criteria for matching different events. Is the severity setting also part of the filtering criteria? i.e. will the event handler only trigger notifications when the event is of the selected severity?
