I want to be able to block traffic when my VPN tunnel on laptop goes down to avoid internet connections with the local ISP.

hm simply delete your default route and add a static route to still be able to reach your remote gw to connect the vpn. If you do not have split tunneling enabled on the tunnel then forticlient will create a new default route and once vpn goes down that will be removed again.
