Fortigate 80C IPSEC VPN routing problem

Hi,

We have fortigate 80c, and two types of IPSEC VPN (L2TP IPSEC for mobile phones and for PCs normal IPSEC VPN) configuration.

And we have internally two different subnet networks (the first one is 10.0.0.0/255.255.255.0 and and the second one is 10.0.4.0/255.255.255.0). And fortigate main IP is 10.0.0.225 and defined 10.0.4.225 as a secondary IP for the second network access. We have policy rule and static routing for VPN clients to access "all" the internal PCs and devices.

My problem is the VPN clients normally connects to any device on the first network at any time however to the second network devices sometimes they can connect sometimes can not! What the reason can be? or what am I am doing wrong? (There is no time restriction - its always allowed)
