CPU utilization diagnostic

I was checking the CPU utilization of the FG60D (5.2.10) and I discovered that the diagnose sys top-summary and the diagnose sys top commands returns a different result. The diagnose sys top-summary show much more higher CPU utilization. Here are some examples:

Can somebody explain why is it and which one of the command shows the correct value?
